MY 89' 600 is running quite strange here lately.. It will idle fine ,,,, IT will run strong till 7g or 9g then just give out blowing a footlong flame out the header. It did this more frequently when I first got the bike.. Then it would stop for for a while..And now its doing it again...Is it just running really rich or too lean? A few of the vavles were white--ish when I pulled the header off...... And the old spark plugs were a little white on top but they had a bunch of black oily gas on the washer and threads.. After putting new plugs in it still continues to run like crap.. Any Suggestions??

Get your bike in to a dyno jet center with an exhaust analyzer. It could be going either way, although white usually means too lean (which can also mean heat-related metal damages if left untreated too long). Need to get those carbs tuned to that exhaust -- something they should be able to do on the dyno, esp. if you have a jetkit along.
