coil resistance (?)

I am trying to troubleshoot an issue and I came accross a contradiction.

Some manuals say the spec for the secondary side of the coil is 16-18k ohms with the boot attached.
Other manuals say its 30k-35k ohms.

Both my coils measure 35.5k to 36k ohms with the boots attached.

Does anyone know the resistance value of a good known coil?
