Fiberglass and ABS have very different properties in how they react to heat (expand/contract differently), vibrations, impacts (abs flexes, fiberglass cracks/shatters).
What that means is... a piece all by it's self all of one or the other will mostly work well for your needs. Depending upon certain factors one may work slightly better, but ... both are workable.
Combined... they do not work well at all. If temp stayed the same, and no vibrations occured you could probably get by... but that is not the enviroment they will be put in at all. ABS and Fiberglass put together will seperate slowly. Unless you coat the entire piece with fiberglass, any transition areas will seperate under paint and form lines to start... coming fully apart eventually.
If your going to spend the time and work to make custom... I suggest either do it all ABS or do it all fiberglass... Don't mix.
ABS sheets are fairly inexpensive, as well as a heat gun, ABS cement, and it's all very easy to work with.

I modded my front main fairings a little and we fused the abs plastic under the headlight with a fiberglass number plate to flush mount a set of dual GSXR headlights.

General hardware probably won't have them, or will need to special order it.
Materials supply companies tend to be more likely to carry it. And of course, there is always the interent... A quick search for your local area can produce good tips...
Maybe this one?... http://www.ocip.com/directions.htm
