A few days ago I bought a balance set-up from Ebay. It arrived today:
The parts seem to be made pretty well. The balancer is not supplied with a stand, you can either make your own out of wood, or just set the bases on whatever you have handy (bricks, jackstands, saw-horses, etc). Given that the commercial static balancers I've seen have listed for over $150, $69 for this set-up doesn't seem too bad. You could probably build one for less, but that's true of most things if you have the knowledge and access to the tools/materials.
