Default 2001 katana 600 cooling fan?

does this have a cooling fan in it . if so where is it located

Actually... some of the bikes (CA Emissions bikes) will have a carb cooling fan.

Doesn't do anything for the engine temp or oil cooling... just blows air from the left side onto the carbs to cool them in an attempt to prevent fuel from evaporating out.
