anyone know what size drill bit i need to make the required holes bigger for this?

Ignore him. We don't get along too well.
Just figure out what size fits the current holes, use a center punch to get your starting point where you are ready to drill the new ones and go for it.
Afterwards, you will need a dremel or something to finish doing the hole elongating so that you can rotate the plate.

a small hand held rotary cutting/grinding/polishing tool. can be picked up at any home improvement store and walmart. http://www.dremel.com/ for reference.
