Question: small cable hanging from the bottom

when i bought my kat there was a small cable hanging down the bike. the owner told me that its the fuel tank overflow. is that bad???? also my bike has no centerstand. why would someone take it off????? the bike rides fine. only rode it maybe 3 times. got the bike about 2 weeks ago.theres a motorcycle shop and i plan on takin it for an oil change and have the guy look it over..around april.

If you mean a hose hanging down a couple inches near where your shin is in your picture, then yes that's where the crankcase breather and the fuel spill / overflow is.
