The way it works is a bunch of people PM a mod suggesting that a specific thread get elevated to sticky status. If they get enough messages to that effect, AND agree with the concept, it gets stickied. Sometimes it gets second best and gets shoved into the FAQ section.

Problem is , there's TONS of sticky-worthy threads . It'd be a good reminder , or good info for those that don't know , yeah , but where you gonna put it ? And pare it down to just the useful info ..... Then I'd say "yeah , sticky that thing ."
