Just worked in it this morning, 8/12, and what happened was, the metal fitting at the carb and of the cable popped out if its home on the out side of the carburetor. I popped it in, adjusted the cable and it works perfectly.

In the end, it was essentially what you said, except he bracket is in a different location, or it appears to be.
