I would (have on about 3 of them now) buy that bike for around $300-$400 max.
There is a very simple process to verify before you give the cash over...
Get the Vin on the frame.
Call DMV and verify no lein, not stolen.
Also you can use https://www.nicb.org/theft_and_fraud_awareness/vincheck to help out with that. (still need to call DMV for lien info).
If it's not stolen, has no lein. Your set...
No title = in most states an extra $100 for a bonded title. Check with your DMV if your state allows those (most do).
And FYI... if that bike has all good major components, your still looking at around $500-$800 invested further in it to make it a good working and safe bike. That does not include "pretty".
