"Per capita" does not even out the statistics. Unfortunately, as the population density goes up, so does the "per capita" chances of being involved in an accident.
The chances of 100 riders chosen at random in rural NH having an accident is significantly less than 100 riders chosen at random in Philadelphia.
That's why higher populated areas have higher insurance rates.
Most states started out with a seatbelt law that did not allow you to be pulled over for the infraction, but one by one they are changing to allow it. Same with cellphones.
