Can tell ya what i did with mine. Go to home depot and get a gallon of the concrete and driveway stripper (grey jug).
Get latex gloves (whole box) and a crappy set of paint brushes.

      DRAIN THE TANK THOROUGHLY !!!
All you do is strip the tank of its cap, petcock and sending unit and rubber grommets.
Then lay down cardboard or a sheetton of newspaper in well ventilated area.
Use rubbing alcohol or acetone to clean the surface of the tank, (remembering your gloves)... and then apply the thick (like sourcream consistency) stripper in a thick coating all over the tank.
Then wait. You'll have to reapply every hour maybe. After a few hours the paint and stickers will start to bubble or flake up. Take a bit of sandpaper (400 grit or higher is what i use) or a wire brush and just brush the stuff off.

When its all off, just clean real good with acetone or alcohol and then prime and paint.
