From what I read this shouldn't happen. I'm trying to get a poorly stored bike running again. It ran on first try with bad battery about two weeks ago, but I think bad fuel and/or too much seafoam (full can in like half a tank) is leading to no starting now. When I pulled the fuel hose off the petcock gas kept coming out of it, not much like a half stream, but it was steady. I had it in the ON position. I thought without pressure applied to the vacuum hose this shouldn't happen. Does this point to a problem with the petcock?

if the engine is off the only time fuel should come out is on prime(oops)
drain the tank , drain the carbs , fresh fuel and spark plugs

Ooh fast responses. Thanks. Well I may or may not have found the problem. Besides being difficult to turn, I found a cracked or at least cracking o-ring on the petcock selector. Sorry for the nasty state of it. This atrocious teal paint the previous owner used is all over the place and it's oxidized or something like that.
