Is it normal for my bike to sound so rough during warm up (first three,to 4 min. after start up) spits and sputters till good and warm

most carburated, non computer controlled engines are rough before it gets up in the temp. the condition of the fuel/ignition system, idle setting, and choke control will all make it run differently. if your gettin pops out the exhaust, or carburators, you may need a tune up. but hesitation and such when its real cold, is fairly normal.

Wisconsin at this time of year? The oil is going to be thick and heavy, and as a result, the engine is going to be turning artificially slow until she warms up that oil enough to flow readily. Depending on how often she runs, there may also be partially evaporated fuel in the fuel bowls, so the amount of time it takes for fresh fuel to arrive and the partially-evapored fuel to be used plays into it as well.

No, it's not uncommon for oil-cooled, oil-air cooled and air-cooled bikes to be rough until warmed up sufficiently.
