It is a lock for something above the left rear foot peg. Why is it there and what is it's purpose?

goes threw the buckle
so to remove you would need to cut strap off

As stated above you put the D ring on there not the chin strap itself.

My 02 have a lock, plus the hook under the seat.

my 00 has one under the seat plus the lock, sad part is they are both on the same side and kind of close to each other..

but really they are are PIA to use
I either take my helmet with me or leave it on the bike if I feel it is a safe place to leave it

it is a helmet lock. but why would one use it i take mine with me when i stop. never know when you would come back and find a nylon strap hanging where youe helmet was at.
