In KY it is illegal to pass in the right lane merging or not, also if the right lane is ending they (right lane) have to yield to the (left lane). Irregardless of whose door hits what bumper. My Bro-inlaw is with the Vehicle Enforcement here. He sees a couple of these monthly.
