    Today i got my first ticket in Manchester for parking on a pavement.
    Comes with the usuall "pay early get a discount",but i placed an online appeal all the same.
    After some googling i found out only london has a nationwide ban on pavement parking unless regional Councils want to opt out.
    Anywhere else in the uk it's fine..."ahha i thought got you".WRONG
    it seems roads with yellow lines are covered from, the road center to the back of the pavement, as stated in the Manchester Councils Report.

    9.2
    If a vehicle is parked on the pavement and causing an obstruction but there
    is no TRO (yellow lines) then parking attendants cannot issue a penalty charge notice.
    This will then become a Police mailer and Greater Manchester Police will not categorise
    this type of incident as a priority.
    3.3
    Currently there are no pavement parking restriction orders within the city
    and as such parking attendants do not have the powers to deal with
    pavement parking unless there are waiting restrictions (yellow lines) on the
    highway adjacent to the pavement. In these instances, a Penalty Charge
    Notice can be issued, as the vehicle would be parking in contravention of
    a traffic order. Waiting restrictions cover the highway from the centre of the
    highway to the back of footway, but they do exclude any private fore-court
    that may be behind this.
    The key word is Yellow Lines and we see lots of them!!

    So if you see yellow lines, it means the pavement also!

    if the law is specific to that area only they should have it posted at city limits and just about everywhere else
    My town has no overnight street parking year round , it is posted as you enter the city

        Yep, we had the same problem here. Bikes were getting tickets for parking on the pavement (sidewalk). So, the boys got together and hundreds of bikes went into the city centre on a Saturday morning and parked one bike per parking bay. Paid the parking meter and sat back. There were hundreds of irate car drivers!!! . The traffic department then backed down and said the guys could park on the pavement as long as it did not impede the flow of foot traffic. Traffic cops Nil Bikes one. I love it!!!
