Wow, looks like a work bike, and he needed a place to stow his ladder.
I give him points from how he ran the swingarm brace to the outside of the frame. Pretty creative. but way overkill. nice job though, and he looks to be a pretty good fabricator.

My guess is he put the swingarm out there to be able to shoe-horn a wider (200mm?) drag tire in there...
