when bike is sitting still it idles but at times it will rev up when driving when shifting gears engine stays reved up but when at a stop idle properly

You either have something that is catching the throttle linkage and preventing it sometimes from closing all the way (like the clamps on the boots ) or you have a vacuum leak.

Would require you to pull the plastics but carb cleaner or starting spray in small amount around all the rubber and seals be careful around the engine side i recommend while the engine is fairly cold, when the engine idle jumps you found your leaknever argue with an idiot, they'll drag you down to there level and beat you with experience.

Hanging idle is from being lean. If you don't have vacuum leaks to cause it, then your looking at dirty carbs that need to be cleaned and tuned.
